The Annual General Body Meeting of Research Society of Anaesthesiology Clinical Pharmacology (RSACP) was held in Hall C at 5 PM on 15 th November, 2014 during RSACPCON 2014 under the Chairmanship of Dr. Tej K Kaul, President RSACP. The meeting was called to order by the President of RSACP Dr. Tej K. Kaul. Dr. H.L. Kaul, Dr. Yatin Mehta, Dr. Avtar Singh, Dr. Naveen Malhotra and Dr. Sunil Sethi were seated on the dias.

1. Welcome Address by President

The President RSACP Dr. Tej K Kaul welcomed the delegates attending the conference. The President congratulated and thanked Dr. J.P. Sharma, Organizing Chairman, Dr. Gurjeet Khurana, Organizing Secretary and their dedicated team for organizing 24 th National Conference of Research Society of Anaesthesiology Clinical Pharmacology at Dehradun. The President observed that RSACPCON 2014 is successful in all aspects. The organizing committee has left no stone unturned to make the faculty and delegates very comfortable. The Scientific Program of the conference has been designed to keep the delegates abreast of the latest developments in the field of anaesthesiology, pain management and critical care. He congratulated the Scientific Committee for the same. The pre-conference workshops on USG in Anaesthesia, Critical Care & Chronic Pain, Airway Management, Neuro-monitoring and BLS & ACLS were very well conducted. The delegates attending these workshops got an opportunity to sharpen their clinical skills.

2. Minutes of GBM RSACP 2013, Srinagar

RSACP Secretary Dr. Naveen Malhotra read out the minutes of GBM (2013) held at Srinagar. The house unanimously accepted and approved the minutes of the meeting.

3. Secretary's Report

Dr. Naveen Malhotra, National Secretary RSACP congratulated the Organizing Committee of RSACPCON 2014 and wished the conference a grand success. He observed that RSACP has to achieve new heights now.

A. CME/Workshop: In the last one year three Continuing Medical Education Program and One Workshop were held under the banner of RSACP:- Patiala: 27 April 2014, Mumbai: 15 June 2014 and Patna: 31 August 2014. One Workshop on USG Guided Nerve Blocks, CPR & Mechanical Ventilation was conducted during Patna CME. These CME and workshops have lead to improved visibility & increased membership of RSACP. During these CME/ Workshop inauguration of Patiala, Chandigarh, Mumbai and Patna city branches was done by the President RSACP and formal selection of Office Bearers was done. There was no financial liability on the part of RSACP. Mumbai CME Team lead by Dr. Indrani Hemnt Kumar contributed Rupees Forty Thousand to RSACP. In these CME/Workshop, RSACP was represented by:

Patiala: Dr. Tej K Kaul, Dr. Naveen Malhotra, Dr. Sunil Sethi, Dr. S.S. Bajwa, Dr. Anil Ohri, Dr. S. Chobey. A Mid Term GC Meeting was also held at Patiala.

Mumbai: Dr. Tej K Kaul, Dr. Naveen Malhotra

Patna: Dr. Tej K Kaul, Dr. Naveen Malhotra, Dr. Sunil Sethi, Dr. S.S. Bajwa, Dr. S.Chobey & Dr. S. Palta. A Mid Term GC Meeting was also held at Patna.

B. RSACP Life Membership Drive: The Life Membership Drive is going in full swing. He thanked all executive members of RSACP for the same.

C. City/State Branches: The target is to have at least one city/state branch in every state of India. RSACP has branch in 15 states so far: Srinagar (J&K), Jammu (J&K), Simla (HP), Chandigarh, Rohtak (Haryana), Haryana (State), Patiala (Punjab), Faridkot (Punjab), Bathinda (Punjab), Lucknow (UP), Kanpur (UP), Dehradun (Uttarakhand), Jamnagar (Gujarat), Ranchi (Jharkhand), Jaipur (Rajasthan), Patna (Bihar), Odisha (State), Bengaluru (Karnataka), Cochin (Kerala) and Mumbai (Maharashtra).

Dr. Naveen Malhotra thanked President Dr .Tej K. Kaul and other members of Governing Council of RSACP for their support and suggestions. The TEAM RSACP is working hard to make RSACP more vibrant.

Subsequently Dr. Neerja Bhardwaj and Dr. Kajal Jain enquired about the details and status of Chandigarh Branch. The President and Secretary informed that Chandigarh City Branch has been approved by GBM in Srinagar and it was formally inaugurated during Patiala CME with interim Governing Council. The branch has yet to start it's activities. The Secretary of RSACP Chandigarh Branch will be asked to get in touch with all members of Chandigarh.

4. New Branch of RSACP

The proposal from Dr. S.C.Parakh to start Hyderabad (Andhra Pradesh) City Branch of RSACP was approved by GC and GBM. The branch will function as per the byelaws of RSACP. The Logo of Society will remain the same. Dr. Parakh was handed Flag & Medal in the inauguration ceremony.

Dr. Sandeep Sahu expressed intent to start UP State Branch of RSACP. The House agreed to the proposal in principle and asked Dr Sahu to start the process and get in touch with secretariat for the needful.

5. Treasurers' Report

The audited accounts of RSACP for the year 2013-2014 and un-audited accounts from 1st April to 2014 to 10 November 2014 were presented to the Governing Council and the General Body by Dr. Sunil Sethi, Treasurer RSACP and were unanimously accepted and passed by the house.

6. 2015 CME/Workshop

Following CME/Workshops were approved -

A. Hyderabad: Dr. S.C. Parakh

B. Mumbai: Dr. Indrani Hemant Kumar

C. Shimla: Dr. Anil Ohri

D. SGPGI, Lucknow: Dr. Sandeep Sahu

7. Annual Oration

2 nd RSACP Past President Oration was delivered by Dr. Rebecca Jacob. The 2015 RSACP Past President Oration will be delivered by Dr. Tej K Kaul.

8. Audited Accounts of RSACPCON 2013

Dr. Imtiaz Naqash, Organizing Chairman of RSACPCON-2013 submitted the report of accounts of the conference and contribution of Rupees Six Lakhs to RSACP. Dr. I. Naqash was highly appreciated by the office bearers and the house for successful conduct of RSACPCON 2013 and contribution to RSACP.

9. RSACP Awards

In addition to already existing RSACP Best Paper and Best Poster Awards, following awards were approved by GC and GBM:

1. Padmakant Award (Pediatric Anaesthesia): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Tarlika Doctor, Ahmedabad, Gujarat.

2. KLM Award (Pain): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Naveen Malhotra, Rohtak, Haryana.

3. R.K. Sethi Award (Critical Care): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Sunil Sethi, Rohtak, Haryana.

4. Balbadhar Kaul Memorial Award (Obstetric Anaesthesia): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Tej K Kaul, Ludhiana, Punjab.

5. Dr. Usha Mehta Award (Cardiac Anaesthesia): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Yatin Mehta, Gurgaon, Haryana.

6. Basudeo-Kaushalya Award (Neuro Anaesthesia): For best paper presentation in this category during RSACPCON. The award is sponsored by Dr. Ashok Kumar, Patna, Bihar.

7. Dr. G.K. Sinha Young Researcher Award (JR/SR): For best paper presentation in this category during RSACPCON. Only Junior and Senior Residents are eligible. Certificate from Department necessary. Award is sponsored by Dr. Girish Kishore Sinha, Patna Bihar.

All the awards will be given by President RSACP during RSACPCON. The sponsor or his/her family member will accompany the President. The sponsorship amount of One Lac Rupees is for whole life and will be deposited in Corpus amount. From the interest amount, two prizes will be given. First prize will comprise of certificate, medal/trophy and Rs 5000 and second prize will comprise of certificate, medal/trophy and Rs 3000 only. The Scientific Committee in association with Hon Secretary of Society will allot the research papers to different competitive categories. Only life members of RSACP are eligible to present papers.

10. JOACP

Dr. Naveen Malhotra, Secretary informed now 3000 copies of JOACP are being published. To meet the financial liabilities of JOACP, the proposal is to have One Crore Rupees corpus amount. The interest generated, subscription charges and advertisements will help in meeting the expenses of JOACP.

A Committee comprising of President, Secretary and Editor was formed to negotiate with M/s Medknow Publishers regarding renewal of contract of publishing JOACP. The change of Tariff for Library subscribers was approved to be Rs 4500/- per year from the earlier Rs 4000/- per year. It was also approved that advertisers of JOACP can be given 20-25% discount, if so desired.

11. Editor's Report

In absence of Dr. Anju Grewal, Chief Editor JOACP due to compelling reasons, Dr. Naveen Malhotra presented annual report of the journal on her behalf.

The Editor in her report thanked President RSACP and Secretary RSACP for their continued support. She also thanked her team of Associate editors, editorial board members and peer reviewers for the help extended in running the affairs of the journal. The house led by President and Secretary appreciated the efforts of Chief Editor JOACP and the editor's report was passed by the house unanimously.

12. Annual Conference

The calendar of RSACPCON was unanimously approved by the Governing Council and General Body as under:

2015 (Silver Jubilee RSACPCON): Sri Amritsar, Punjab with Dr. Ruchi Gupta as Organizing Chairman.

2016: Patna, Bihar with Dr. Ashok Kumar as Org Chairperson.

2017: Chennai, Tamil Nadu with Dr. Mahesh Vakamudi as Org Chairperson.

It was unanimously decided that PAN Number of society will not be used by Org Committee of RSACPCON after 2015 conference. The Org Committee will have to get its own/city or state branch PAN. This is being done to avoid enormous tax liability on RSACP.

13. Theme of Year 2014-15
"Promote Clinical Research" was approved by the house.

14. Governing Council Members

Following governing council members were unanimously elected by the General Body of RSACP:

Vice-President: Dr. S P Sharma, Proposed by Dr. Tej K Kaul, seconded by Dr. N.Malhotra

President Elect: Dr. Yatin Mehta, already approved in AGBM at Jaipur.

Executive Member: Dr. J.P. Sharma. Proposed by Dr. Sunil Sethi, seconded by Dr. Yatin Mehta

Executive Member: Dr. Umesh Chandra. Proposed by Dr. Tej K Kaul, seconded by Dr. S.P. Sharma

Executive Member: Dr. Indrani Hemant Kumar. Proposed by Dr. N. Malhotra, seconded by Dr. Ashok Kumar

15. Any Other Matter with Permission of Chair

Dr. Y.V. Suri suggested that there should be family lounge at RSACPCON venue and the registration charges should be same throughout the year. The first suggestion was accepted by the house and shall be communicated to the Org Committee of RSACPCON.
