The Annual General Body Meeting of Research Society of Anaesthesiology Clinical Pharmacology (RSACP) was held at 5 PM on 3 rd October 2015 during RSACPCON 2015 under the Chairmanship of Dr. Avtar Singh, President RSACP. The meeting was called to order by the President of RSACP Dr. Avtar Singh. Dr. Tej K. Kaul, Dr. S. P. Sharma, Dr Yatin Mehta, Dr. Naveen Malhotra, Dr. Sunil Sethi and Dr. Anju Grewal were seated on the dais.

1. Welcome Address by President

The President RSACP Dr. Avtar Singh welcomed the members of RSACP to AGBM. The President congratulated and thanked Dr. Ruchi Gupta, Organizing Chairman, Dr. Anita Kumari, Organizing Secretary and their dedicated team for organizing 25 th National Conference of Research Society of Anaesthesiology Clinical Pharmacology at Sri Amritsar. The President observed that RSACPCON 2015 is successful in all aspects. The organizing committee has left no stone unturned to make the faculty and delegates very comfortable. The Scientific Program of the conference has been designed to keep the delegates abreast of the latest developments in the field of anaesthesiology, pain management and critical care. He congratulated the Scientific Committee for the same. The pre-conference workshops on Chronic Pain, USG guided nerve blocks, Basic and advanced ventilatory strategy, Haemodynamic monitoring in critical care and Airway management were very well conducted. The delegates attending these workshops got an opportunity to sharpen their clinical skills.

2. Minutes of AGBM RSACP 2014, Dehradun

RSACP Secretary Dr. Naveen Malhotra read out the minutes of AGBM (2014) held at Dehradun. The house unanimously accepted and approved the minutes of the meeting.

3. Secretary's Report

Dr. Naveen Malhotra, National Secretary RSACP congratulated the Organizing Committee of RSACPCON 2015 and wished the conference a grand success. He observed that RSACP has to achieve new heights now.

A. CME/Workshop: In last one year four Continuing Medical Education Program and One Workshop were held under the banner of RSACP: Simla: 1 April, 2015; Hyderabad: 21 June, 2015; Lucknow: 16 August 2015 and Mumbai: 30 August, 2015. One Workshop on Airway Management was held at Hyderabad. In addition, one airway workshop was held under the joint banner of RSACP and Airway Relief Foundation at GMC H, Chandigarh and was organized by RSACP Chandigarh City Branch. These CME and workshops have lead to improved visibility & increased membership of RSACP. During these CME/Workshop, inauguration of Hyderabad City, Kanpur City and UP State branch was done by the President RSACP and formal election of Office Bearers was done. There was no financial liability on the part of RSACP. Mumbai CME Team lead by Dr. Indrani Hemant Kumar contributed Rupees Thirty Five Thousand to RSACP.

In these CME/Workshop, RSACP was represented by: Hyderabad, Dr. Avtar Singh; Lucknow, Dr. Avtar Singh, Dr. Naveen Malhotra, Dr. Sanjay Choubey and Mumbai, Dr. Avtar Singh.

B. RSACP Life Membership Drive: The Life Membership Drive is going in full swing. He thanked all executive members of RSACP for the same.

C. City/State Branches: The target is to have at least one city/state branch in every state of India. RSACP has branch in 15 states so far: Srinagar (J&K), Jammu (J&K), Simla (HP), Chandigarh, Rohtak (Haryana), Haryana (State), Patiala (Punjab), Faridkot (Punjab), Bathinda (Punjab), Lucknow (UP), Kanpur (UP), Dehradun (Uttarakhand), Jamnagar (Gujarat), Ranchi (Jharkhand), Jaipur (Rajasthan), Patna (Bihar), Odhisha (State), Bengaluru (Karnataka), Cochin (Kerala) and Mumbai (Maharashtra), Amritsar (Punjab), Hyderabad, Uttar Pradesh (State).

D. Felicitations: It was informed to the house that all Past Presidents, Secretary, Editors, Organizing Secretaries of Conferences & CME will be felicitated during the banquet today.

Dr. Naveen Malhotra thanked President Dr Avtar Singh and other members of Governing Council of RSACP for their support and suggestions. The TEAM RSACP is working hard to make RSACP more vibrant.

Subsequently few life members from Chandigarh, Dr. Neerja Bhardwaj, Dr. Kajal Jain etc. expressed displeasure about not being informed by the RSACP Chandigarh City branch office bearers regarding the airway workshop held under the joint banner of RSACP and Airway Relief Foundation at GMCH, Chandigarh. The President said that the city branch secretary has to give the information to all city members about any activity and not the national secretary of RSACP. He said that he will enquire from the city branch secretary.

4. New Branches of RSACP

The proposals to start following new branches of RSACP were approved:

  • Bhopal (Dr. R. K. Jain)
  • Pune (Dr. Mary Samuel)
  • Pudducherry (Dr. Suman Lata)


5. Treasurers' Report

The audited accounts of RSACP for the year 2014-2015 and un-audited accounts from 1 st April to 2015 to 25 September 2015 were presented to the Governing Council and the General Body by Dr. Sunil Sethi, Treasurer RSACP and were unanimously accepted and passed by the house.

6. 2016 CME/Workshop

Following CME/Workshops were approved:

  • Kanpur (Dr. Anil Verma & Team)
  • Jaipur (Dr. SP Sharma & Team )


7. Annual Oration

  • 3 rd RSACP Past President Oration was delivered by Dr. Tej K Kaul.
  • RSACP Past President Oration (2016) will be delivered by Brig Y. V. Suri
  • RSACP Past President Oration (2017) will be delivered by Dr. Avtar Singh
  • RSACP Past President Oration (2018) will be delivered by Dr. G. P. Dureja


8. Audited Accounts of RSACPCON 2014

Dr. J. P. Sharma Organizing Chairman of RSACPCON-2014 submitted audited accounts and committed to contribute 90% of savings from the conference to RSACP, amounting to Rs. 5,92,000. Dr. J. P. Sharma, Dr. Gurjeet Khurana and their team were highly appreciated by the office bearers and the house for successful conduct of RSACPCON 2014 and contribution to RSACP.

9. RSACP ORATION

The proposal to start RSACP Oration was approved by the house. It will be started from 2016 onwards. It will be open to all except Past Presidents of RSACP. The Secretary was asked to finalize the details of RSACP Oration.

10. RSACP Life Time Achievment Award

The proposal to start RSACP Life Time Achievment Award was approved by the house. It will be started from 2016 onwards. The Secretary was asked to finalize the details.

11. JOACP

Dr. Naveen Malhotra, Secretary informed that now 3000 copies of JOACP are being published. He stressed that the annual financial liability of JOACP is increasing every year and is around 15 lacs rupees per year. The secretariat is single handedly managing the financial affairs of JOACP with minimum support from other quarters. The advertisements are few and subscriptions are less. To meet the financial liabilities of JOACP, the proposal is to have One Crore Rupees corpus amount. The interest generated, subscription charges and advertisements will help in meeting the expenses of JOACP. The change of Tariff for Library subscribers was approved to be Rs 5000/- per year from the earlier Rs 4500/- per year. It was also approved that advertisers of JOACP can be given 20-25% discount, if so desired. A Committee comprising of President, Secretary and Editor was formed to negotiate with M/s Wolters Kluwers regarding renewal of contract of publishing JOACP.

12. Editor's Report

Dr. Anju Grewal, Chief Editor JOACP presented annual report of the journal. The details of manuscript submission, rejection and acceptance reports, authors, reviewers, indexing, circulation, contract with Wolters Kluwer, citation generation were briefed to the house. The proposals for increasing the databank of peer reviewers, decreased timelines from submission to decision, stringent article processing & peer reviewing were discussed and approved. The issue of only e-subscription and limited print copies was not approved. All members were requested to help in generating revenue from pharmaceutical companies. There will not be any coloured articles/pages in JOACP, except advertisements and the authors will be charged for coloured prints. Regarding signing MOU and proposed hike in charges, the Secretary and Editor were entrusted to do the needful. The Editor in her report thanked President RSACP and Secretary RSACP for their continued support. She also thanked her team of editors, editorial board members and peer reviewers for the help extended in running the affairs of the journal. The house led by President and Secretary appreciated the efforts of Chief Editor JOACP and the editor's report was passed by the house unanimously.

13. Annual Conference

The calendar of RSACPCON was unanimously approved by the Governing Council and General Body as under:

2016: Patna, Bihar with Dr. Ashok Kumar as Org Secretary.

2017: Chennai, Tamil Nadu with Dr. Mahesh Vakamudi as Org Chairperson.

14. RSACPCON Contribution to RSACP

It was unanimously decided that from 2016 onwards, 15% of total receipts (collection) of RSAPCON will be contributed to RSACP.

15. Dates of RSACPCON

It was unanimously decided that from 2017, RSACPCON will be preferably held in last weekend of September (festivals to be kept in mind).

16 Theme of Year 2016 "Acknowledge, Appreciate & Award" was approved by the house.

17. Governing Council Members

Following governing council members were unanimously elected by the General Body of RSACP:

Executive Member: Dr. Chandra Kant Patel. Proposed by Dr. Sunil Sethi, seconded by Dr. Yatin Mehta.

Executive Member: Dr. Suman Lata. Proposed by Dr. Tej K Kaul, seconded by Dr. S. P. Sharma

18. Any other matter with permission of Chair

Dr. Ruchi Gupta raised the issue of time constraints arising out of Award paper sessions. It was highlighted to the house that because of awards, more number of residents are attending the conference and it is an encouragement to the residents. The aim of society is to motivate research and to provide a platform for presenting the research. It is an important responsibility of the society. Moreover, the papers are going to be presented anyhow. By distributing them in award sessions is only a motivation to the post graduates. The award sessions will continue and will be increased in number gradually.

The issue of making Anaesthesiology as MBBS subject was discussed in detail. It was decided that we should keep on pursuing this agenda and involve/interact with all other societies for this common cause.
